As I mentioned during the Second reading, I do have some serious concerns around the residency period, which is outlined under Clause 4 of the bill.

Although, the residency period being proposed in this draft legislation is identical to the House of Lords bill 2021, and that being considered my our colleagues in Jersey….

…..I remain very concerned that the Isle of Man will start to see people moving to the island, in order to take full advantage of this particular Bill, especially if the Isle of Man was to introduce this legislation ahead of England, Wales, Scotland and the Channel Islands.

It could also put further strain on the Isle of Man’s Health and Social Care services, along with putting additional pressure on our housing market, and on our infrastructure and other services.

If the island is to introduce this legislation ahead of England, Wales, Scotland and the Channel Islands, then this legislation has to be for island residents only…..

….and for that reason I wish table an amendment changing the residency period from one year to five years.
